1. The league shall be known as the Quaid-e-Azam Sunday Cricket League.

2. Membership. The following clubs shall constitute the league for this season.
Section A
: Alliance Darnall CC, Earlmarshall CC, Heaton Park CC, Kashmir CC, Keighley RZM Chemist CC, Kozee CC, , Sheffield Friends CC, Shimla CC, Star CC and West Bowling CC
Section B
: Attock West Bowling CC, Bradford Khalsa CC, Bradford Moor CC, Chach CC, Eastern Friends CC, Friends CC, , Lahore CC, Shaan CC, Shaheen CC, and Sheffield Alliance CC.
Section C
: Azad CC, Barket CC, Darul Shafa CC, Karmand Community Centre CC, Leeds Stars CC, and Little Horton CC.

2b. The league shall consist of 26 clubs divided into three sections 'A', ‘B’ and 'C'.

3. Club Registration. Each club shall register every year with the league on league registration forms, duly completed and accompanied by full subscription no later than a date set at the A.G.M. Membership of all clubs will be reviewed by the executive committee each year.

3a. Applications for membership by clubs not already members of the league must be received by the League Secretary not later than 31st January in each year. All such applications shall be considered and decided by the executive committee, which shall have regard to the membership, playing strength and the condition of the ground of the club applying for membership and any other relevant matters which appear to the executive committee to be relevant to the decision of the application, including the imposition of any condition the executive committee deems fit to include a bond of £200 to be dealt with at the committee's discretion.

3b. Any member of the Quaid-e-Azam SCL wishing to leave this league must notify the Secretary in writing of its intention to do so by 30th November. After receipt of such a letter that club has resigned its membership of the Quaid-e-Azam SCL, providing all outstanding fines and all cups and trophies have been returned. If the same club wishes to resume its membership it must re-apply in writing for admission. If such an application is successful, the club will be treated as a new member and restart its membership in the section 'B' of this league. Any club leaving this league without fulfilling the aforementioned obligation will be reported to the Yorkshire Cricket Association and refused further entry into the Quaid-e-Azam SCL. The outstanding dues will be divided equally by all registered players for that particular club who have played more than 50% of the completed matches in one particular season 3c. No club withdrawing from the league shall after the date of its withdrawal have any claim to compensation against the league or be repaid any money that may have been subscribed by it.

3d. Each club shall pay an annual subscription to be determined at the A.G.M. This subscription compromises of handbook, league entry, awards and affiliation fees to YCA/NCA.

3e. All clubs in Section A & B wishing to change their club name must apply to the executive committee who will decide on their discretion. If the club is allowed to change their name this will be for a minimum period of 2 years.
 

4. Promotion/Relegation. At the end of the each season the two bottom clubs in section 'A' & ‘B’ shall be relegated down, whilst the two top clubs in section 'B' & ‘C’ shall be promoted up. In the event of a team resigning in Section A/B the team in 3rd place in Section B & C would be promoted.

4a. When two teams finish the season on the same points, the championship will be awarded based upon the number of outright wins. When three teams finish on the same points then the championship will be decided on the run rate (no of average runs for divided by no of average runs against). The highest average to win.

5. Annual General Meeting. At the AGM of the league, the executive committee shall submit a report on such matters as concern of the welfare of the league, along with a statement of accounts. The league officials shall then be elected at the AGM and shall form the executive committee of the league. The league shall be governed by a committee hereinafter called the executive committee consisting of a Chairman, Vice Chairman, League Secretary, Treasurer, Umpires Secretary and four other elected members.

5a. Consideration shall be given to any proposed new rules or amendation(s) to existing rules at the AGM of the league or at a special meeting of the league committee called for the purpose by the Chairman or Secretary or at the request in writing of not less than 20 clubs. No alterations of the rules shall be effective nor shall any new rule(s) be made unless at least 75% of the clubs present and voting duly in favour thereof.

5b. Each club is allow one vote at the AGM.

5c. Any member failing to attend the AGM will be fined £50.00.

5d. All club representatives, duly registered by their club, shall be eligible to serve on the executive committee and the election shall be by secret ballot.

6. League Accounts. Every club has a right to exam the league accounts, but may do so only at a general meeting. A copy of annual financial report will be given to every league club representative at the AGM. Member not settling their accounts by the due date will be fined £5.00 per week from the due date.

6a. Annual subscriptions must be settled before or during the April meeting. If annual subscription is not paid before or during April meeting then no game for that club will go ahead until they settle the outstanding balance and points will be awarded accordingly. Outstanding balances must be settled before AGM. If member clubs does not clear their balance then the executive has the right to terminate their clubs membership from the league.

7. Executive committee. The executive committee reserve the right to require any member of a club to attend and address the executive committee meetings on a specific matter should the need arise. That member or members shall only address the meeting on that specific matters and shall not participate any further in any proceedings of that meeting.

7a. The executive committee shall manage the affairs of the league and do all such things and decide all such matters in relation to the affairs of the league other than those, which the executive committee require to be done and decided by the league committee at their discretion.

7b. Decision of the executive committee shall be notified verbally to all clubs and be of binding effect. Written notification will be given to the clubs involved. Decisions of the executive shall be made available to all clubs upon request

7c. At all meeting the chairman shall have a casting vote.

7d. The executive committee shall be permitted to elect an unspecified number of further officers, as and when required, to fulfill any duties of the league the executive committee deems necessary and to elect an unspecified number of honorary life members.

8. League Meeting. League meetings shall be held at the Karmand Community Centre at 7.00pm.

8a. One representative being the secretary or other responsible appointed person from each club shall be allowed to attend the league general meetings and that person must be registered with the club and appointed by the club secretary.

8b. Any club failing to send a representative to the league meetings shall be fined a sum of £20.00.

8c. The Chairman reserve the right to require the withdrawal of any club representative from the meeting in the event of disorderly conduct by any such representative.

9. Registration of Players. Will only be accepted on official Quaid e Azam SCL registration forms. An unlimited number of players may be registered by any club. The date of birth of each player being registered must be written on the registration form. All player registration form must be accompanied by a stamped address envelope.

9a. A current passport size photograph must be attached to the registration form of each player registered, unless the registration is a renewal of the same player for the same team and clearly marked on a list. Registration forms requiring photographs will not be accepted unless photograph is attached.

9b. Once a completed player registration form is authorized by the league secretary he will receive a league registration card to validate his registration. This service will cost 50p per card. Replacement card will cost £2.00 per player.

9c. Member club shall keep a written record of all outstanding obligations of their members to the club and shall be the responsibility of the member club to obtain acknowledgement in writing of that obligation from the player concerned.

9d. Any person(s) who has played first class cricket or has been contracted (written) player in the last five years will be classed as a professional shall not be eligible to register with any member.

9e. Player must be registered with the league on three working days before the participate in any matches. Registration of new players will cease after 31st July.

9f. A damaged or defaced ID card will not be accepted for ID purposes and must be replaced.

10. Transfer. The executive committee has absolute power to effect the transfer of a player at their discretion.

10a. No player shall play for more than one club, unless he receives a transfer from his former club. A player who had not fulfilled his financial obligations to his past club, shall not be allowed to play for another club until he does so. This applies only to the previous & current season.

10b. No transfer will be accepted after 30th June. Transfer will only be accepted on the official Quaid e Azam SCL forms and should be signed by both secretaries of the clubs involved.

10c. If transfer is refused then the holding club must outline reason for the not allowing to transfer within 14 days of the request. The player will not be able to participate during this 14 days period. Both the holding club and the player will be informed in writing of the decision. If the matter goes to appeal then the player will not participate in any games.

10d. If a transfer dispute arises before the transfer deadline the player if successful will be able to transfer to the new club after the deadline.

11. The team. List & ID’s of players taking part in the match before play commences must be exchanged by the captains.

12. If a player arrives late he can only play if the opposing team captain and the umpires have been informed of his expected arrival, prior to the commencement of the game. If for some unexpected reason the player fails to arrive at the ground 30 minutes after the first ball is balled, the Captain of that side, after consulting with the umpires and the opposing Captain shall be allowed to play his reserve. ID(s) must be provided for any players arriving late or if suspicion arise. The umpire has the right to ask the club concern to surrender the ID card for the player in question.

12b. A minimum of seven players must be present to represent a team before any match can be started. £2.00 fine per player if 11 players are not present.

12c. All clubs must provide a scorer. If any clubs fails to provide a score they will be fined £10.00

13. Time of Matches. All league and cup matches must start at 1.30pm except for games in April & September when the start time is 1.00pm.

13a. A game may be called off 45 minutes after the start time if the opposing team has not arrived.

13b. The two captains and at least six of his registered players must be present in there whites for the toss of the coin to take place at 1.15pm. In the event of a captain and at least six players not being present the team will be deemed to have lost the toss.

14. Late Starts. Umpires must report late starts. Any club responsible for a late start will be fined £10.00 for the first 10 minutes and 50 pence for every minute up to the next 35 minutes.

14a. No club may cancel a match on account of weather conditions or the state of the ground and no game shall be abandoned before the authorised time for commencement of the match unless it involves a lot of travelling and that the two teams agree to cancel the game.

14b. Any games not started due to weather and ground condition, the match will be reduced by one over per 3 minutes (after the first 15 minutes). If the match has not started by 3.30pm or 25 overs per team have not been played the game will be deem to be abandoned by the umpire and two points will be awarded.

14c. Any games interrupted in the first half of the match by weather, the match will be reduced as per rule 14b. The team batting second will be given the same number of overs as the first team. If the match is interrupted in the second part of the game the over will not be reduced.

14d. At least three matches must be completed in each of the sections for the results to be counted.

14e. Both teams must inform the League Secretary in writing of the broken engagement within seven days of the match not taking place. The team responsible for a broken engagement shall write to the secretary explaining the reason for the broken engagement. The team responsible will be fined £100.00.

15. Overs. Each innings shall not exceed 45 6-ball overs. Late start due to weather or any other reason, both Captains to decide on number of overs to be reduced (if no decision can be reached then umpires decision will be final). No bowler can bowl more than nine overs, this shall be reduced accordingly if restricted by a late start. 45 overs to be bowled within 3 hours - a fine of £5.00 per over if this rule is not complied with.

16. Rolling the wicket. The responsibility of supervising the rolling of the wicket before play will in the first place rest with the umpire. The ground may be rolled for seven minutes before a match begins and during the interval (at the request of the opposing Captain) but the roller must be off the ground so as to allow play to commence at the stipulated time. 16a. A visiting captain may object to the condition or fitness of the wicket, other than damage caused by inclement weather, before commencement of the game. The umpires shall decide whether or not the objection shall be allowed and their decision shall be final. If no other wicket is available and the objection is upheld by the umpires, then the match should take place, if not at all possible, and written complaint made by the visiting captain to the league who will then investigate the matter and take such action deemed necessary.

17. Fielding Points. To be awarded by the umpires to one player from each team.

18. Points. Six points will be obtained by the side scoring the most runs and bowling the other side out, ie outright victory. Five points will be obtained by the side scoring the most runs but not bowling the other out. Three points for a tie. Two points for a no result or rain effected match. One point will be obtained by the losing side if they do not lose all their wickets and bat second time. Side batting first time do not obtain any points even though they have wickets in hand and lose the match.

19. Cup matches. Each player playing in the Quarter Finals cup round should have at least played one qualifying league match and for the club he is representing, any player can only represent one club and will be deemed cup tied if he then transfers to another club. 19a. All games will be played on the ground of the first drawn club in each pairing, except for the final which will be played on a neutral ground.

19b. If the total scores are level after both teams have completed their innings then the winner shall be the team losing fewer wickets.

19c. If a result cannot be determined because of weather conditions on the specific date, the match shall be continued on the following available evenings.

19d. Umpires fee will be the same as for the league matches, both competing teams to share the expenses, except the final, where umpires will be paid by the league.

19e. The cup shall be held by the winning team for the ensuing twelve months, and shall be returned to the league secretary by 30th June.

19f. Should any dispute occur that is not covered by the Quaid-e-Azam Sunday Cricket League Rules, and MCC then the executive committee's decision will be final.

19g. On the day of the league cup final any club or its members taking part in any competition that is not affiliated to YCB/ECB will be banned from taking part in the leagues cup competition. The length of the ban will be on the discretion of the executive committee.

19h. NO CLUB WILL HAS THE RIGHT OF A APPEAL FOR ANY CUP MATTERS, OTHER THAN WHERE IT INVOLVES PLAYER DISCIPLINE.

20. Refreshments. Every home team must have acceptable refreshments available at the interval ie hot/cold drinks, sandwiches etc.(crisps and coke only will not be acceptable). Clubs not providing acceptable refreshments will be fined £10.00. The break between innings shall not last more than twenty minutes.

21. Umpires. Umpires' fixtures will be given to every club. Both teams will be responsible for the payment of £22.00 umpire's fee. The overall responsibility for the payment lies with the home team. For a match not played due to weather conditions the umpire's fee will be £10.00 per umpire (or £5.00 per team if only one umpire is present). When it is necessary for an umpire to officiate at both ends, he shall be paid an extra fee of £12.00.

21a. All games will be under the control of the umpires appointed by the league. In cases where an appointed umpire does not put in appearance at the match, the two captains must agree on a substitute umpire before he is appointed. Preference shall be given in all cases to umpires currently registered with the cricketer whether in the UK or Overseas, or failing all else, an agreed member of the attending public, including member clubs. In cases the agreement of both captains must be obtained.

21b. Any complaint regarding the behavior of an umpire or his handling of the match must be made in writing with seven clear days of the completion of the match and must be accompanied by a fee of £10.00 which shall be forfeited if the complaint is dismissed, or the executive committee consider the complaint vexatious, frivolous or otherwise unreasonable.  Decisions of the umpire in connection with dismissal of any batsman will not be considered.

21c. All clubs must nominate at least 1 umpires, failure to nominate or complete an appointment will warrant a fine of £10.00 per game.

22. Insurance. All clubs are requested to ensure that their matches are covered by an insurance policy. The Quaid e Azam league is not responsible for any clubs or their members.

22b. All home clubs must have access to adequate first aid facilities at each match.

23. Results/Scoresheets. Both teams to inform the League Secretary of match results every Sunday between 8.30pm - 9.30pm by text or voicemail. Both teams will be responsible to send the scoresheets to the league secretary. Scoresheets must reach the league secretary by first post (or by hand) Wednesday. Any club failing to do the above will be fined £3.00.

23b. All scoresheets should be fully completed giving full names of players. Any club failing to complete the scoresheets will be fined £5.00.

24. Averages. At the end of the season all club secretaries shall submit to the league secretary, on or before September general meeting, full details of the following:-

i) Batting average - Min 300 runs
ii) Bowling average - Min 20 wickets
iii) Wicket keeper's dismissals
iv) Highest individual batting score in one innings
v) Best bowling performance in one innings
vi) Best fielder
vii) Best partnership
viii) Highest runmaker & wicketaker
ix) Best Umpire

In all cases participation in a minimum of 9 completed league matches. Only league match performance to be taken into consideration to qualify for any of the above categories. There are separate prizes for both sections.

24a. Any club failing to send their club averages by the specific date will lose claim to any prizes won.

25. Discipline. Every person or club associated with the Quaid-E-Azam SCL should try to promote the league by:-

i) Acting in a gentlemanly fashion on field.
ii) Wearing proper cricket gear (white socks and shoes)
ANY PERSON OR CLUB REPORTED TO THE LEAGUE MORE THAN ONCE FOR BREACH OF THESE RULES WILL BE DEALTH WITH SEVERLY.

25a. All members clubs of the league ad all players playing in the league shall abide by its decision and obey its rules. Should any club, player or member of the league act by its act or omission involve the league in any avoidable expenses, then the league reserves the right to seek indemnity from the club, player or member of the league, in part or whole.

25b. Any allegation of misconduct, impropriety or unsportman-like behavior or persistent breaches of these rules, or other conduct detrimental to the interest and or reputation of the league, made against a club or any member of the league shall be referred to the executive committee. If substantial on enquiry, then the executive committee is empowered to impose such penalties on the person(s) concerned as it shall in its absolute discretion think fit. 25c.The QEASCL also reserve the right to increase bans/deduct points and/or impose a fine on a club who's members are reported on more than one occasion during the season.

26. Complaints. All protests and complaints on any matter in dispute or otherwise must be made in writing and must be in the hands of the league secretary and the secretary of the allegedly offending club or in the case of an individual within seven clear days (except registration of players which is within 14 days) of the completion of the match and shall be accompanied (unless an umpire is writing) by the fee of £10.00 which shall be forfeited if the complaint is missed or if the complaint is considered frivolous, vexation or otherwise unreasonable by the executive committee.

26b. Complaints will be delath with accordance to the QEASCL rules as listed in the handbook and MCC rules and regulations. The executive committee will use its discretion should a dispute arise that is not covered by the QEASCL or MCC rules and regulations.

26a. If the complaint is upheld, the executive committee shall have power to impose such penalties as are laid down in these rules. The following may be imposed:-

i) to deduct up to six points from the offending club and/or
ii) to award up to six points to the non-offending club and /or
iii) to fine the offending club an amount to reflect the gravity of the offence and/or
iv) to order the match to be re-played

27. Appeals. In the event of offending party being aggrieved by the decision of the executive committee, then the aggrieved party shall have the right of appeal against that decision to the full League Council of appeals committee. Any such appeal must be in writing and made within seven clear days of the receipt by the appellant of the decision of the executive committee. All such appeals must be accompanied by a fee of £50.00 which shall be forfeited if the appeal is dismissed, or considered to be frivolous, vexations or otherwise unreasonable.

27a. On appeal, the league council of appeals committee shall have all powers of the executive committee to deal with the original matters and shall not be bound by the original decision of the executive committee.

28. Inter league competitions. The league reserves the right to select one member of each club for any competitions. A player(s) who declines to play will be disciplined at the discretion of the executive committee.
